Town of Normal City Manager Pamela Reece announced several staffing changes in key leadership positions at the Town of Normal, effective immediately.
“I am thrilled the Town of Normal continues to recruit and retain exceptional employees, allowing the opportunity to promote from within,” says Reece. “My goal is to continue effectively planning and promoting succession development opportunities and to position employees for growth and development as leaders.”
Reece announced the following staff changes:
- Brian Day becomes Assistant City Manager. Day has been serving as Interim Assistant City Manager since late 2023 when then-Assistant City Manager Eric Hanson left to become city manager of Galesburg.
- Jason Querciagrossa becomes Corporation Counsel. Querciagrossa has been serving as Interim Corporation Counsel since late 2023 when Day assumed his interim role.
- Jenny Keigher, currently the director of Human Resources, becomes Assistant City Manager, reintroducing a second assistant city manager position in the organization. The Town of Normal previously had two assistant city managers under former City Manager Mark Petersen when Reece and Salley Heffernan held these roles.
- Kevin Sheahan, currently assistant corporation counsel, becomes the Director of Human Resources.

About Day
Day has served as Corporation Counsel since joining the Town of Normal in 2014. Prior to joining the Town of Normal, Day was the lead staff attorney for the Illinois Municipal League from 2008 to 2014. This statewide association represents Illinois municipal governments, and in this role, Day advised municipal attorneys across the state on matters of municipal law. He was also a registered lobbyist, representing local-government interests in the Illinois General Assembly.
From 2001 to 2008, Day was a staff attorney for the Illinois Legislative Reference Bureau, an Illinois General Assembly agency responsible for drafting legislation that goes before the state legislature. In this role, Day drafted tax and local-government legislation.
Originally from the Pacific Northwest, Day is a graduate of Washington State University, Pullman. Day earned a Juris Doctorate degree from the John Marshall Law School, Chicago. Prior to college, Day served in the U.S. Air Force and is a veteran of Operation Desert Storm
About Querciagrossa
Querciagrossa joined the Town of Normal as Deputy Corporation Counsel in 2018. In this role, he served as the Town’s lead municipal prosecutor and as the primary attorney on the Town’s litigation matters.
Prior to joining the Town of Normal, Querciagrossa was an associate attorney with the law firm of Aplington, Kaufman, McClintock, Steele & Barry, Ltd. While in law school, Querciagrossa interned for Alliant Insurance Services, Inc.’s Legal Department assisting with contract drafting and negotiation. Querciagrossa is a graduate of the University of Illinois and the University of San Diego School of Law. He is admitted to practice law in both Illinois and California.
About Keigher
Keigherhas served as director of Human Resources for the Town of Normal since 2018. She joined the Town of Normal in 2007 and, prior to being named director, held positions focusing on benefits coordination, recruitment and personnel management.
Keigher earned both bachelor’s and master’s degrees in English from Illinois State University, Normal. She earned a Master of Public Administration degree from the University of Illinois, Springfield.
She is a member of the Society for Human Resources Management and Illinois Public Employer Labor Relations Association where she has served on the Membership Committee.
Keigher has previously served as president of the Greater Illinois chapter of the Public Sector HR Association, and as chair of the Heartland Healthcare Coalition. She is a 2017 graduate of Leadership McLean County and was named a “20 Under 40” leader by the Pantagraph and McLean County Chamber of Commerce in 2022.
About Sheahan
Sheahan joined the Town of Normal Legal Department in May 2022. He previously worked for a Peoria based law firm handling municipal issues, real estate matters, employment disputes and assorted litigation.
Originally from Southern Illinois, Sheahan worked as a law clerk in the U.S. District Court for the Southern District of Illinois prior to joining the Town of Normal.
Sheahan is a graduate of the University of Illinois at Urbana-Champaign and the Southern Illinois University School of Law. While attending the University of Illinois, he served in the Illinois Air National Guard. He is admitted to practice law in both Illinois and Missouri. Sheahan has served as liaison to the Town of Normal Human Relations Commission since early 2023.
