In April 2023, Normal PD began an investigation which initially started with several vehicle burglaries occurring at large parking lots throughout the area. In each instance, a purse or wallet which was left in the vehicle, was stolen and checks were forged at various banks. These types of incidents are typically committed by travelling groups called the Felony Lane Gang. These individuals break into vehicles and steal wallets and purses and then visit local banks and attempt to cash forged checks assuming the identity of the victim they just burglarized.
Through the use of emerging technologies, such as Flock Automated License Plate Reader cameras and information sharing with other police agencies, NPD Detectives were able to identify the suspects. Videos and photographs of the suspects visiting various financial institutions across the Central Illinois area were also critical in gathering additional information.
Normal PD’s investigation was reviewed by the McLean County State’s Attorneys Office and arrest warrants were issued for:
Laura L. McCoy age, 38 from Brackettville, Texas.
$100,000 Bond

IDENTITY THEFT/$2K-$10K (2 Counts)
Laura McCoy was arrested in Arlington, Texas on the above charges on 7/6/23.
And
Raynard Spence age, 31 from Dania, Florida.
$150,000 Bond
Charges:
BURGLARY (2 Counts)
CRIMINAL TRESPASS TO VEHICLES (2 Counts)
Raynard Spence was arrested in Midlothian, Illinois on the above charges on 4/20/23.
