A 45-year-old Normal man has been charged in connection with an investigation by NPD into child exploitation allegations. The investigation started last August and on Thursday, the department announced that Chad W. Muse was arrested on 41 counts of possession of child pornography.
In August 2022, Normal PD began an investigation into a local individual related to possession of Child Sexual Exploitation Material (CSEM).
The investigation was initiated through the National Center for Missing and Exploited Children and assigned to Detective Kendra DeRosa, who is a Task Force Member with the Illinois Attorney General’s Office Internet Crimes Against Children.
The investigation consisted of a coordinated effort between Normal PD and the McLean County State’s Attorneys Office in which several investigative techniques were used to identify the suspect. After identification of the alleged suspect was made, a search warrant of the residence was completed, along with multiple interviews by the Normal Police Department.
Normal PD’s investigation was reviewed by the McLean County State’s Attorneys Office and an arrest warrant was issued for Chad W. Muse, age 45, of Normal IL.

Possession of Child Pornography/Possession of Film-Photos (17 Counts)
Possession of Child Pornography/Possession of Photos/Victim <13 (24 Counts)
